International conference Access to Governmental Public Domain Information will be
held on June 20-22, 2005 in Smolensk (Russian Federation) under the aegis of UNESCO
Information for All Programme National Committee of Russia.
The Conference organized by Administration of Smolensk Region and UNESCO
Information for All Programme National Committee of Russia with the assistance of
Council of Federation of the Federal Assembly of the Russian Federation, Ministry
of Informational Technologies and Communications of the Russian Federation,
Ministry for Economic Development and Trade of the Russian Federation, Federal Agency for
Culture and Cinematography, Commission of the Russian Federation on UNESCO Affairs, UNESCO
Bureau in Moscow and the Centre of Strategic Planning.
The Conference is held with the assistance of the main Russian producers of
information legal products: Special Communication Service of Federal Security
Service of Russia, companies Garant, Kodeks and Consultant Plus, and the Institute
of State and Law of Russian Academy of Science and the UN Informational Centre in
Russia.
The Conference serves as regional forum for experts of Russia and CIS countries,
that is organized with the purpose of discussion and working-out of recommendations
for realization and development of Policy Guidelines for the Development and
Promotion of Governmental Public Domain Information developed by UNESCO in 2004, taking
into account the Recommendation on the
> Access to Information Held by Public Authorities adopted by the Committee of
Ministers of the Council of Europe at November 25, 1981.
It’s envisaged that up to 120 specialists from Russia, CIS countries,
institutions of CIS, SCO and Council of Europe will take part in the Conference.
Chief experts, representatives of international governmental and nongovernmental
organizations, institutions of governing in sphere of forming a new global
information society and society of knowledge, culture, education, science,
information and communications, business, politicians and public figures are invited
to take part in the conference.
The subjects of the conference:
The plenary meeting Access to Governmental Public Domain Information. Sectional
meetings: Access to Legal and Official Information. Access to Ecological Information
and Information on the Sustainable Development. Access to Information on Human
Rights and Protection of Consumer Rights. Access to Information on the Judicial
Practice. Access to Educational and Cultural Content.
During the Conference it’s proposed to pay special attention to the problems
of significance of governmental public domain information, its updating and
improvement of mechanisms of accessing it and information protected by
legislation on intellectual property.
The language of the conference – Russian.
The additional cultural program:
- The official reception on the occasion of the opening of the International conference on
behalf of the Head of the Administration of Smolensk region Maslov V.N. and Russian
Committee of UNESCO Program “Information for everybody”;
- Sightseeing tour around Smolensk;
- Visit to the center of conservation of Russian cultural heritage in the village
Talashkino;
- Out meeting in the town Safonovo and visit to the center of business and legal
information in the regional library and the museum;
- Presentation of the project “The red book of Smolensk culture”.

Because of the reduction of the amount of co-financing of the conference the decision
was made to introduce the registration fee for participants of the conference.
The registration fee is not collected from state employees, experts,
moderators and participants making reports.
The registration fee includes:
- portfolio with the information materials, including the books “The leading principles
of the policy of improvement of state information, which is the public property”,
“Public centers of legal, business and municipal information in the Russian
Federation”, the compact disk with the materials of the conference, etc.;
- participation in the ceremonies of opening, closing and official receptions;
- participation in cultural actions of the conference;
- trips to the places where out meetings are held;
The sum of the registration fee is 800 rubles (inc. 18 % VAT).
