Social and economic development of the Smolensk Region in 2006

 

The social and economical development of the region in 2006 is characterized by the positive dynamics of the industrial production index, the transport turnover of goods, the volume of communication service, the retail trade turnover, the foreign trade turnover. There was an increase in the cash income of the population and in the amount of the average monthly salary accounting.

There was a decrease in the amount of work that had been carried out in the “construction” sphere, investments in the fixed capital, the amount of the paid public services, agriculture production.

 

 

Industrial production index

In 2006, the industrial production index summed up on the basis of the forms of economic activity: “mining operations”, “manufacturing activities” and “power, gas and water generation and distribution” made up 106,3% as compared with 2005.

December, 2006 amounted to 99,7% to the level of December, 2005 and to November, 2006 –109,8%.

According to the design data of Smolenskstat, the amount of the output of agricultural products of all the agricultural producers (agricultural organizations, individual farms, farmers) in January-December, 2006 made up 12656,2 million rubles, 95,7% to the level of January-December, 2005.

Plant cultivation

In 2006, 517,0 thousand hectares were occupied with crops on the farms of all the categories, i.e. 74,2 hectares (by 12%) less than in 2005. 79% of all the crops were concentrated in the agricultural organizations, 14% - on the individual farms, 7% - on farms (including individual owners). Bad weather on the territory of the region during the ripening and harvesting period led to the loss of the crops and to a decrease in the plant cultivation production volume. According to the data of Agriculture and Foodstuffs Department, 48% of grain-crops, 46% of flax, 53% of potatoes, 60% of perennial herbage were lost in the agricultural organizations.

In 2006, the farms of all the categories gathered 88,1 thousand tons of grain by weight after the revision (59% to the level of 2005), 458,8 thousand tons potatoes (105%), 120,6 thousand tons of vegetables (94%). In the structure of grain growing the main crops on the farms of all the categories are oats and spring barley, they take 67% of the croppage. Flax fibre production decreased by 3 thousand tons (65%) and made up 1,6 thousand tons.

Agricultural organizations remain the main producers of grain (74%) and flax fibre (81%). 26% of the grain croppage, 99% of potatoes and 95% of vegetables fall to the share of farms of the population and farmers.

The crop capacity of grain-crops has increased by 1,8 centner (by 13%) and made up 15,7 centners a hectare of the harvested area (by weight after the revision). The crop capacity of the open soil increased by 0,5% in the region in 2006 and made up 184,2 centners a hectare on the farms of all the categories including agricultural enterprises – 123,8 centners a hectare. They gathered 107,9 centners of potatoes a hectare, by 9,8 centners a hectare (by 10%) to the level of 2005.

 

Cattle breeding

The year 2006 was not favourable for the cattle breeding of the region. The contraction of meat and milk production was accompanied by a decrease in the number of the cattle livestock. The cattle livestock on the farms of all the categories decreased by 12,8 thousand heads (by 7%) during the year including cows – by 9,1 thousand heads (by 8%). The swine livestock increased by 22,3 thousand heads (by 25%). The cattle livestock decreased by 6 % in the agricultural enterprises, but the swine- and the sheep livestock increased by 44% and 24% respectively.

There are 23% of cattle, 30% of swine, 94% of sheep and goats in the livestock structure on the population farms. The farms take 5% of the cattle livestock, 1% of swine, 5% of sheep and goats.

70% of meat production, 53% of milk production, 55% of eggs fall to the share of the population’s farms.

The amount of meat production decreased by 0,8 thousand tons (by 2%) due to its decrease in the agricultural enterprises (by 4%) and on the population’s farms (by 1%). The meat output on the farms increased by 1%.

The contraction of milk production volume took place due to its decrease on the farms of the population by 22,9 thousand tons (by 125), in the agricultural organizations by 2,4 thousand tons (by 1,4%). On the farms, the milk production volume increased by 144 tons (by 0,9%).

The output of eggs decreased by 20 million (by 7%) due to the contraction of production volumes in the agricultural organizations (by 11%), on the population’s farms and on the farms, there was a decrease in the egg production by 3 and 11 per cent respectively.

There was an increase in the sale volume of cattle and poultry by 16% in the agricultural organizations, but there was a decrease in the sale volume of eggs by 16% and milk by 2%.

In the agricultural organizations, one cow gave 2666 kilos of milk on average and that was by 6% (141 kilos) more than in the previous year. One layer gave on average 233 eggs, and 256 eggs in 2005.

 

 

The price situation in the market of agricultural production

In December, 2006, there was an increase in the producers’ prices of the output sold by the agricultural organizations, the index made up 106,8% to December, 2005 including the produce of plant growing and cattle breeding - 106,8%.

There was an increase in the prices of all the types of cattle-breeding production. The biggest increase was observed in egg production – 14%, in cattle and swine (live weight) – by 11% and 6% respectively.

The produce of plant cultivation got more expensive due to grain crops – by 13%, and vegetables – by 5%. The prices of potatoes decreased by 3%.

 

 

The realization of arrangements for financial invigoration of agricultural commodity producers

By the 1st of January, 2007 the Inter-departmental Territorial Commission on Financial Invigoration had considered 150 applications for inclusion in the financial invigoration programme, and they made a decision to include 146 agricultural organizations on the programme. Agreements on restructuring the general debts to the sum of 187 million rubles and on write-off of fines and penalties to the sum of 242,5 million rubles were signed.

In accordance with the Decree of the President of the Russian Federation ¹ 784 of 01.04.2004, the Decree of the Administration of the Smolensk region ¹4-r/adm of 08.01.2004 and the legislative acts of the Heads of the Local Government Administration the debts of the farms on fines and penalties to the sum of 43,1 million rubles were written off. As the restructuring conditions hadn’t been fulfilled, the agreements on restructuring the debts were dissolved with 28 farms.

 

 Financial support of agricultural commodity producers

The state support of the agroindustrial complex is fulfilled according to the special programme principle. In 2006, the sum of 263,4 million rubles (25% more than in the previous year) was assigned at the expense of the means of the regional budget to:

- arrangements for developing the cattle-breeding branches – 113,9 million rubles,

- developing the branches of plant cultivation – 28,8 million rubles,

- supporting personal subsidiary plots 3,1 million rubles,

- providing with soil fertility – 11,8 million rubles,

- subsidizing part of the costs because of the loss of crops – 30,0 million rubles,

- an indemnity for the energy-sale organizations – 17,3 million rubles.

According to the data of the Department of Agriculture 99,8 million rubles was received from the federal budget for the state support of the agricultural production in 2006 (2005 – 65,2 million rubles) including:

as subsidies:

  • to support livestock breeding – 15,6 million rubles;
  • to support highest-quality seed-farming – 0,1 million rubles;
  • to support flax cultivation – 2,8 million rubles;
  • for percentage rates against debt credits – 46,8 million rubles;
  • for crop insurance – 0,6 million rubles;
  • to buy diesel oil – 16,4 million rubles;

as subventions:

  • to carry out an agricultural census – 3,7 million rubles.

The budget means to the sum of 53,1 million rubles including the regional budget – 25,5 million rubles and the federal one – 13,8 million rubles were assigned to finance the regional special programme “The Social Development of the Village Till 2010”. The programme also got money due to the off-budget sources to the sum of 5 million rubles and the budgets of municipal organizations – 6,8 million rubles. 2,3 thousand square metres of accommodation were built (bought), 9,2 kilometres of water-supply system were reconstructed in 4 built-up areas, 56,8 kilometres of gas-supply system were built in 17 settlements within the programme.

Within the banking credit programmes during 12 months of 2006, the credit organizations gave 61 credit to acquire technical equipment to the sum of 374,8 million rubles, 9 credit to buy pedigree cattle to the sum of 215 million rubles. 311 items of equipment and 847 heads of the pedigree cattle were bought due to the credits.

 

 

The prospective profitability of the production of the main kinds of agricultural produce

In 2006, 191 agricultural enterprises (52% of the present ones) will incur losses in their production and financing activities.

The profitability level calculated by the profit before taxation taking into account the subsidies will make up 3,2%.

The unprofitableness from the selling of grain and leguminous plants will amount to 12% with the prime cost of a centner making up 362 rubles, and the realization price coming to 319 rubles.

The production of potatoes in the agricultural organizations will be profitable with the profitability level of 35%. The unprofitableness of open soil vegetables will come to 11%.

The profitability of milk production and realization (without processing) will amount to 12%. The average cost price of the production of one centner milk will come to 573 rubles, and the average price of realization will make 640 rubles.

The production and realization of meat will be unprofitable: cattle meat – 13%, swine meat – 20%. The profitability of egg production will make 6%.

The amount of the transportation of goods by large- and medium-scale motor transport organizations made 601,7 thousand tons in 2006 (95% to 2005), the turnover of goods came to 223,9 million tonne-kilometer (99,7%).

 

 

Construction

The amount of the work done in the “construction” activity made 7423,6 million rubles in 2006, or 85,0% to the level of 2005.

3947 new comfortable flats (including hostel flats) with the total area of 297,0 thousand square metres were built during the year, and that’s 10% more (27,4 thousand square metres) than in 2005. Individual builders put 129,3 thousand square metres of accommodation in commission, and that’s by 33% more than in the previous year.

In the IV quarter of 2006, the price of 1 square metre of the total area of flats on the primary accommodation market amounted to 21729 rubles, on the secondary one it made 24239 rubles.

 

 

Investments

According to the preliminary estimate 14643,0 million rubles of investments were used in 2006 to develop the economy and the social sphere, and that’s by 12% less than in 2005.

 

The measures taken by the regional and municipal authorities of the subject of the Russian Federation to attract foreign capital to the region.

 

  • Within the visit of the Chinese delegation headed by Vice-Governor of the province of Sychuan (the Chinese People’s Republic) to the Smolensk Region in April, 2006 they arranged to visit the prospective objects of investment of the Smolensk Region and to carry on negotiations on collaboration in the sphere of agriculture, motor-car construction, textile industry and woodworking industry.
  • On the 17-18th of May, 2006, “The International Investment Forum in the City of Smolensk” was held within the Short-range regional special programme on livening up mutually beneficial commercial, economic and investment cooperation passed by the Decree of the Administration of the Smolensk region of 10.10.2005 ¹ 292. Concrete contracts and agreements were signed at the end of the forum. The rating agency AK&M gave the Smolensk Region a credit rating for the years 2005-2006: “B++” Stable Prospects” together with the corresponding certificate.
  • Within the Short-range regional special programme on livening up mutually beneficial commercial, economic and investment cooperation passed by the Decree of the Administration of the Smolensk region of 10.10.2005 ¹ 292, they arranged a business trip for the delegation of the Smolensk Region and carried out a presentation of the economic potential of the Smolensk Region in Chandu (the province of Sychuan (the Chinese People’s Republic) in the period from the 23rd till the 28th of May, 2006.
  • To follow the Decree of the Administration of the Smolensk Region of 29.05.2006 ¹ 484-r/adm “On the Participation in the Õ Petersburg International Economic Forum” they arranged a business trip of Governor of the Smolensk Region V.N.Maslov to St.Petersburg from the 12th till the 14th of June, 2006.
  • To follow the Decree of the Administration of the Smolensk Region of 11.07.2006 ¹ 611- r/adm “On Preparing and Conducting a Business Meeting of Representatives of the Business Circles of the Smolensk Region and the Lithuanian Republic” in the period of the 12 – 14th of June, 2006. About 100 business negotiations were carried on during the visit of the Lithuanian delegation where a number of letter contracts in different spheres of business and bilateral contacts were reached.
    • To follow the Decree of the Administration of the Smolensk Region of 27.09.2006 ¹ 876-r/adm the delegation of the Smolensk Region held a presentation of the economic potential of the region within the International Economic Forum “Russia – the Asian-Pacific Region: to the strategic economic partnership and the dialogue of civilizations” that was going on in Moscow in the period from the 9th till the 10th of October, 2006.
    • Within the Short-range regional special programme on livening up mutually beneficial commercial, economic and investment cooperation passed by the Decree of the Administration of the Smolensk region of 10.10.2005 ¹ 292, the delegation of the Smolensk Region was a participant in the IV Investment Forum “Investments For the Development of Business and the Region” in the period from the 12th till the 13th of October, 2006 that took place in Vitebsk (the Republic of Belarus).
    • To follow the Decree of the Administration of the Smolensk Region of 17.10.2006 ¹ 933-r/adm the delegation of the Smolensk Region took part in the Second All-Russian Forum “Russian Special Economic Areas – New Opportunities For Investors” that took place on the 18th of October, 2006 in the city of Moscow.
    • To follow the Decree of the Administration of the Smolensk Region of 23.10.2006 ¹ 942-r/adm the delegation of the Smolensk Region took part in the V International Economic Forum “Poland-the East” that took place on 23 - 25.10.2006 in the city of Tsekhotsinek.
    • To follow the Decree of the Administration of the Smolensk Region of 30.10.2006 ¹ 963-r/adm they held a presentation of economic, industrial, scientific and cultural opportunities of the Smolensk Region (Moscow, 2.11.06) in the Embassy of the Federal Republic of Germany.
    • To follow the Decree of the Administration of the Smolensk Region of 28.11.2006 ¹ 1041-r/adm they held a presentation of economic, industrial, scientific and cultural opportunities of the Smolensk Region (Moscow, 30.11.06) in the Turkish Embassy.

 

 

Foreign-economic activity

According to the tentative data the foreign trade turnover of the goods (taking into account the export and import that are not officially registered) made 1480,3 million USD (39990,6 million rubles) in 2006 and, therefore, increased by 11,1% as compared with 2005. The export amounted to 807,9 million USD (21828,7 million rubles) and decreased by 4,3%, the import came to 672,4 million USD (18161,9 million rubles) and increased by 37,6%.

The balance of trade in 2006 was positive at the rate of 135,5 million USD (in 2005 – positive - 355,4 million USD).

  • There was an exchange of information on the import-export operations in 2005 between the Regions of Smolensk, Mogilev and Vitebsk.

 

Preparing draft agreements and completing agreements on mutually beneficial commercial and economic cooperation with the other regions of the Russian Federation, administrative-territorial units of the separate foreign countries

Visits of the Chinese delegation to the Smolensk Region were arranged in February, March and April, 2006 within the Russian Year in China and the Memorandum of Intentions signed by the Administration of the Smolensk Region and the Representative Office of the Centre of Trade Development and Investment management in Europe (the Chinese People’s Republic) on the 8th of November, 2005.

  • On the 18th of April, 2006, the Administration of the Smolensk Region and the Public Government of the province of Sychuan signed a Memorandum of Intentions in the sphere of commercial, economic and investment cooperation during the visit of the Chinese delegation to the Smolensk region headed by Vice-Governor of the province of Sychuan (the Chinese People’s Republic)
  • In December, the Administration of the Region, the Polish Cultural Centre in Moscow and the Institute of Adam Mitskevich in Warsaw organized the Days of Polish culture in Smolensk.

 

 

 

Small-scale Enterprise

According to statistics, in January – September of 2006 in the territory of Smolensk region 3719 small-scale enterprises were working. Of them, 35,1% were working in the sphere of wholesale and retail trade, motor vehicle and motorcycle repair and home appliances repair; 16,0% were engaged in manufacturing activities; 13% carried out real estate activities, rental operations and services; 11,5% worked in agriculture, gaming and forestry; 9% in construction; 8% in transport and communication.

In January – September of 2006, at the small-scale enterprises the number of jobs substituted by workers on payroll, external by-workers and persons working on the basis of civil contractual agreement amounted 40,400 people and increased as compared to the same period of the previous year by 10,600 people, or by 35,6%.

According to the kinds of economic activity, workers on payroll (37807 persons) were distributed in the following ways: 31,9% worked in the manufacturing activities, 14,7% worked in agriculture, gaming and forestry; 16,1% worked in the sphere of real estate activities, rental operations and services; 12,8% were working in the sphere of wholesale and retail trade, motor vehicle and motorcycle repair and home appliances repair; 8,9% worked in transport and communication, 8,6% in construction.

The turnover in small-scale enterprises in January – September of 2006 reached 18389 million rubles, among them: wholesale and retail trade, motor vehicle and motorcycle repair and home appliances repair turnover reached 8368,6 million rubles, manufacturing enterprises – 5104,9 million rubles, construction – 820 million rubles, real estate activities, rental operations and services - 1111,8 million rubles, transport and communication - 1493 million rubles, agriculture, gaming and forestry - 486,1 million rubles.

 

Measures taken by the regional and municipal authorities to encourage the development of small-scale enterrise.

Realization of the regional purposed Programme “Development of small-scale enterprise in Smolensk region” for years 2004 – 2006:

 

1.Passing the normative juridical acts and amendments to the legislative acts of Smolensk region

Smolensk regional Duma passed the regional laws:

  • “On the use of the simplified patent based taxation system for individual enterprises of Smolensk region”.
  • dated 25.04.2006 ¹ 26-z “On Placement of the Gaming Establishments on the Territory of the Smolensk Region”;
  • dated 25.04.2006 ¹ 27-z “On Alteration of Chapter IV of Regional Law “On Administrative Law Violation In the Territory of Smolensk Region””.

Smolensk regional Administration passed:

  • regulation of the Administration of Smolensk region dated 16.05.2006 ¹ 166 “On the Procedure of co-ordination of Placement of the Gaming Establishments by Organizations and Individual Employers”;
  • prescription of the Administration of Smolensk region dated 11.07.2006 ¹ 610-r/adm “On Creating an Inter-departmental Commission on co-ordinating the Activities for Realization of the Regional Law “On Placement of the Gaming Establishments on the Territory of the Smolensk Region”;
  • prescription of the Administration of Smolensk region dated 22.05.2006 ¹ 477- r/adm “On Organizing and Holding the Ist Inter-regional Exhibition Forum “Investment Opportunities of Smolensk Region””;
  • prescription of the Administration of Smolensk region dated 31.08.2006 ¹ 778- r/adm “On Participation of Smolensk Region Delegation in the Inter-regional Exhibition Fair “Small-scale Enterprise 2006””.

Smolensk regional Duma passed in the first reading the regional law on adoption of the regional long-run purposed Programme “Support and Development of Small-scale Enterprise of Smolensk Region” for years 2007- 2009.

 

2.Investment Support of Small-scale Enterprise Subjects

For the purpose of financial support of SsES: the meetings of the Commission on selecting the SsES for subventing credit interest rates. For getting the subvention for interest rates on the credits that were given to the SsES by the regional credit institutions, the regional budget allocated 845 951 rubles.

The number of credits allocated to SsES by commercial institutions in 9 months of year 2006 came to 2 154 (965 to juridical persons, 1 189 to individual employers) to the sum of over 5,8 billion rubles (data for year 2006 will be prsented after 05.02.2007)

 

 

3.Information Support of Small-scale Enterprise Subjects

Hotline continues its work. In 2006, 149 appeals were accepted and solved , or some advice was given to the entrepreneurs.

The information section “Small-scale Enterprise” and the “News” section of the site of the regional Department of Economical Development and Trade are updated regularly.

In July 2006 “Catalogue of Investment Projects and Offers for Small-scale Enterprises of Smolensk region”was published.

On July 12th 2006, the first Exhibition Fair “Investment Projects and Offers for Small-scale Enterprises ” was held. Within the framework of the exhibition, a “round table” was held on the matters of small-scale enterprises.

 

 

 

In 2006, Municipal Districts’ Administrations of Smolensk Region Did the Following:.

Administration of Smolensk passed 24 normative juridical acts to improve the legal security of small-scale enterprising in Smolensk.

2 meeetings of the Commission on selecting the SsES for subventing credit interest rates were held. The winners of the contest were 3 enterprises: “Iney/Rime Ltd.”, “Promtechexpo Ltd.”, “The First Russian Production Company Ltd.”

Smolensk Administration held seminars and “round tables” with participation of the representatives of Administration, Smolensk Institute of Business and Enterprising, banking division heads and small enterprise leaders.

In the exhibition fairs of the local Administration 222 representatives of small-scale enterprises took part. The budgetary financing totalled over 85 thousand rubles.

To ensure the information support of small-scale enterprises, 74 publications and ads were presented in the mass media and the official server of the Administration.

In accordance with the direction of the Smolensk Municipal Head, MUP “Smolensk Town TV Studio” was allocated 200 thousand rubles to organize a series of programmes “Business-Week” on the TNT “Phoenix” channel.

In Smolensk, the sessions of the Counsil on Small-Scale Enterprise attached to the local Administration were held to discuss the problems of staff, investment facility, modern tendency to organize exhibition fairs with the participation of small-scale enterprises.

“Yartsevo district” Municipal unit considered and satisfied 37 claims of SsES for municipal property leasing.

“Velizh district” Municipal unit sold a building for organizaiton of sewing production to “Sharm/Charm Ltd.”

“Desnogorsk” Municipal unit announced a competition to select the SsES for subventing credit interest rates for the credits that were given to the SsES by the credit institutions.

To support and develop small-scale enterprising, “Desnogorsk Municipal SsES Support Fund”was created. According to the purposed Programme “Support and Development of Small-scale Enterprise of Smolensk Region”, the municipal budget allocated 300,000 rubles to the fund. The main goal of the fund is financial provision of the activities aimed at development and support of small-scale enterprise of Desnogorsk. By January 1st 2007, 63 entrepreneurs have used the loan proceeds. The loan interest rate is 0,15% per day.

For expansion of production and outlet of SsES, monthly competitions of municipal order were held with the participation of small-scale enterprises.

All municipal districts’ Administrations held consultations for SsES, land was admeasured for SsES construction.

 

 

Consumer Market

The turnover of retail trade in 2006 reached 46880,6 mln. rubles, which in tradable bulk is 11,0% greater than in year 2005.

The turnover of retail trade was 59,7% formed by trade organizations and individual enterpreneurs working in merchant system (out of market); the portion of market counts 40,3% (in 2005 - 56,7% and 43,3%, correspondingly).

In the structure of retail trade turnover, the specific weight of provisions in 2006 was 48,4%, nonfoods–51,6% (in 2005 – 49,2% and 50,8% correspondingly). Provisions sold to the population counts the sum of 22669,1 mln. rubles, which in tradable bulk is 7,2% greater than in 2005, nonfoods – 24211,5 mln. rubles, which is14,6% greater.

The turnover of restaurants, bars, cafes, canteens, as well as the turnover of catering organizations in 2006 counted 1011,8 mln. rubles, or 96,9% as compared to year 2005.

In 2006, in the territory of smolensk region the money estimation of services to the population came to 10707,3 mln. rubles, which makes 99,8% as compared to year 2005. Considerable increase in the sphere of juridical service occurred (2,3 times). Decrease occurred in 2006 in the sphere of sports and physical culture (by 7%), education (9%).

The total volume of personal services in 2006 came to 655,3 mln. rubles, 87,0% as compared to year 2005.

 

 

Measures Taken By the Regional and Municipal Authorities to Stimulate the Increase In the Turnover of Retail Trade and Personal Services

Since the beginning of the year, the network of consumer market of Smolensk was encreased by 176 enterprises, among them: 152 time-independent trade enterprises (nonfoods - 121, provisions- 31), 1 market, 16 catering enterprises and 40 enterprises in domestic service (18 hairdresser’s, 2 furniture offer enterprises, 4 shoe repair and shoemaking shops, 2 ateliers, 9 beauty salons, 1 photography atelier,

1 undertaker’s office, 1 home appliances repair , 1 pawn-shop, 1 car wash).

In the territory of Yartsevo district, 8 new shops with total area of 786,6 sq. m., the building of the shopping centre with the area of 313,0 sq. m., mini-bakery with the area of 113,5 sq. m., production capacity up to 500kg per shift, a takeaway for 20 places with total area of 106,3 sq. m., hairdresser’s.

In Desnogorsk, there is an aglomerative tendency in mercantile business, 3 large shops are being built in the town, 5 supermarkets and a bookshop were opened.

In Dorogobuzh district, space for organization of trade, catering and personal services was allotted in built-in and attached facilities with the total area of 2967,2 sq. m. owned by the municipal unit. Land was allotted to 4 juridical persons and 70 individual entrepreneurs for building trade, catering and domestic service objects with the total area of 3948 sq. m.

In Demidov district, nonresidential area of in the building of Dubrovka local school with the area of 30 sq. m. was leased as a shop.

In Vyazma district, 14 trading and catering objects have been opened since the beginning of the year, 56 places have been allotted for street retail trade .

In Safonovo district, 11 shops and a beauty salon was opened.

In Rosslavl’ district, a shopping centre and 9 shops were opened.

In Shum’achi district, 8 shops and 1 photo atelier ”Olga” were opened and 9 shops were closed, in Rudnya district, 3 food shops, 1 household and construction materials shop, a cafe, a computer equipment shop, a stationeryshop, 1 men’s clothes shop were opened.

In Sychovka district, 4 shops, a food pavilion were opened; the buildings of a cafe and a food shop were restored( new equipment was set).

In Kardymovo district, a photo atelier was opened, Inh Glinka district – a hairdresser’s and a chemist’s, in Velizh district – a household shop, in Novodugino district – “Vizit” shop were opened.

In Gagarin district, time-dependent trade places were equipped, a trade pavilion and 2 construction materials shops were set in operation.

Yartsevo and Gagarin district Administrations conducted, jointly with the Federal executives’ authorized persons, inspections of 319 enterprises, in 242 violations were elicited and persons at faul were called to account.

On December 26-27th 2006, Administration of Smolensk held the traditional annual Exhibition Fair was held in Smolensk CNTI. On December 20th the first City competition “The Best Chambermaid” was held in order to achieve higher level hotel service. 7 enterprises took part in the competition.

Large trading network and specialized shops system are being created in the region, new mercantile business forms are introduced, such as self-service, sale by sample, by order, credit sale, online trade. Electronic terminals are being mounted for credit card settlement.

The minimum cost of consumer basket for food by average Russia’s standard in December 2006 came to 1462,3 rubles per month, which is 10,6% greater as compared to December 2005. Of 88 territories of RF, Smolensk region takes the 48th place in this figure(in December 2005 – 48th), and of 18 regions of the Central Federal district – tye 17th place (December 2005 – the 16th). This is second only to Moscow.

 

Living Standard of the Population

In January-November 2006, the cash income of the population totalled 68924,7 mln. rubles and increased as compared to January-November 2005 by 10478,8 mln. rubles (by 17,9%), expences - correspondingly 69314,7 mln. rubles, by 9940,4 mln. rubles (by 16,7%). In January-November 2006 the expences exceeded the income by 390,0 mln. rubles.

The cash income per head in the region in January-November 2006 was 6229,1 rubles, in November - 6974,4 rubles .

Real income of the populationof the region (after deduction of indespensary outgoing payments corrected by the Consumer Price Index) in January-November 2006 as compared to January-November 2005 increased by 7,0%.

Average monthly accrual nominal wage in January-November 2006 in organizations (including small-scale enterprises) totalled 7618 rubles. Compared to January-November 2005 increased by 23,7%.

 

Pensions

On November 30th 2006, the average monthly accrual nominal pension in the region was 2713 rubles. As compared to January-November 2005 it was increased by 15,4%, the real - by 4,4%. The ratio of the average monthly nominated pension to the average monthly accrual nominal wage in January-November 2006 was 34,1%, in January-November 2005 - 36,6%

 

Past Due Wages Pay

According to the organizations, on January 1st 2007 the debt in wages was 15,1 mln. rubles which was decreased as compared to December 1st 2006 by 3,9 mln. rubles (by 20,5%), as compared to January 1st 2006 - by 6,4 mln. rubles (by 29,7%). The debt occurred because of the lack of funds in the organizations.

On January 1st 2007 in 10 districts and the town of Desnogorsk the debt in wages didn’t occur; it was decreased as compared to December 1st 2006 in 11 districts of the region and in Smolensk.

The debt in wages in the passed calendar month of charge (November 2006), totally, counted 9,0%, in transport and in property management - 100,0 for each, in agriculture - 21,2, in construction - 15,0, in manufacturing - 2,5%.

In the total debt in wages, the largest parrt of it occurs in manufacturing (69%), agriculture (20%) and construction (5%).

Financial Results of Organizations’Activities

Accorging to the terminal account, in January-November 2006 large and medium-sized organizatins of the region(not taking banks and insurance organizations) gained 4074,3 mln. Rubles income and 988,2 mln. rubles loss. The amount of balance counted the sum of 3086,1 mln. Rubles income. In the same range of organizations, in January-November 2005 the amount of balance counted 2903,9 mln. Rubles income.

On December 1st 2006 general liabilities of large and medium-sized organizatins of the region (accounts payable and loan score) counted 35642,5 mln. rubles. As compared to December 1st 2005, the total interdebtedness grew by 9%. Of the total sum, 12%, or 4206,8 mln. rubles is past due.

On December 1st 2006 accounts payable exceeded acounts receivable by 931,1 mln. rubles (by 6%).

On December 1st accounts payable were amortised to add to amount of balance of the enterprises to the sum of 112,1 mln. rubles (3,6% of profit) and 212,0 mln. rubles of accounts receivable – to loss (6,9% of profit).

The greater part of the past due accounts payable (39%) and past due accounts receivable (19%) is compirsed by manufacturing enterprises. Organizations producing and distributing electricity, gas and water make correspondingly 14% è 45%, construction organizations 9 and 6%, agriculture 18% and 16% .

Demographic Setting and Labour-market Condition

According to the estimations, the number of resident poulation of Smolensk region on December 1st 2006 was 994,4 thousand people and has decreased by 11,5 thousand since the beginning of the year by 1,1%.

The resident poulation decrease occured mainly due to the natural reason drain, which in January-November 2006 decreased by 940 people as compared to the same period of the previous year (by 7,9%). Migration decrease added to the natural decrease by 4,4%.

In towns, in January-November 2006, 5735 babies were bourn (70%), in the countryside - 2424 (30%), as compared to the same period of 2005, the number of babies born in towns increased by 1,0%, in the countryside - by 2,0%.

In January-November 2006, as compared to the same period of 2005, the number of births increased in 14 districts of the region (56%) and in Smolensk. In 19 districts (76%), in Smolensk and Desnogorsk death decrease occurred.

In all the districts of the region,in Smolensk and Desnogorsk natural poulation decrease occurs.

Per 100 births, totally in the region in January-November 2006 235 deaths occur (in January-November 2005 - 248), in towns - 200, in the countryside - 317.

Triple death excess over birth was registered in 14 districts of the region (56%).

 

Labour-market

By the end of December 2006, in the public service organs, 6,1 thousand unemployed in labour activity citizens have been registered, among them èç íèõ 5,4 thousand people had the status of unemployed.

In December 2006, 1,2 thousand people received the status of unemployed.

The number of job placement of the unemployed in December 2006 increased by 50 people (10,8%) as compared to December 2005 and came to 513 people.

At the end of December 2006 the level of registered unemployment came to 1,0% of economically active population.

In December 2006, the number of population unemployed in labour activity registered by the organs of placement service per 1 vacancy was 1,2 person.

Total migration decrease was registered. In 11 months of 2006, it decreased by 816 persons, or by 2,7% as compared to January-November of the previous year. The migration situation changed.

January-November 2005 showed the black-ink level of migration, January-November 2006 – the red-ink level.The migration decrease counted 486 people, mainly interregional migration.

Migration decrease was only at the expence of the CIS countries and the Baltic states(except Belarus’ and Estonia), the most considerable being the one of Uzbekistan and Kirgizia.
